With urbanization, urban traffic congestion and environmental pollution problems have become increasingly serious. Give priority to the development of city public traffic become city development strategy, and bus rapid transit system based on bus lane is to get a promotion. Due to the limitation of the planning and design stage or the insufficient of post operation management level, bus rapid transit service level is expected to have a certain gap. But with the improvement of the living quality of residents, the requirements to operation level of the bus is more and more strict. It has important theoretical and practical significance that how to evaluate the service level of public transportation, so as to take corresponding measures to improve service level and improve the bus share rate.This paper starts from the analysis of the operating characteristics of bus rapid transit system, establishes evaluation index system from the service level of public transport and passenger satisfaction, uses AHP to evaluate the actual service level of public transportation and structural equation model to evaluate the service level of passenger satisfaction, compares two results in different angles and put forward the optimization suggestions. Take the BRT1 of Ji’nan as an example, Study the operation service level and propose the optimization suggestion.The main research work and conclusion of this paper is divided into three parts:Part I:The theoretical research, including the first chapter and the second chapter. This part of research cards bus lanes and service level at home and abroad, puts forward the necessity of the research, defines the research object and the research content, and lays the foundation for the following research.Part II:Research methods, including the third chapter and the fourth chapter. In this part, introduces the composition and characteristics of the city bus rapid transit system, and constructs the model from the two angles of bus operation and passenger satisfaction.. For the bus operation angle, this paper establishes the index measure model, uses the method of AHP to establish evaluation model. In the aspect of passenger satisfaction, takes section running service level, intersection service level and site running service level as the latent variables, and sections stationary, road speed, the car environment, cross the mouth waiting time, the intersection number of stops, site waiting time, the site environment and punctuality rate as significant variables to construct the rapid transit service level evaluation system for passengers satisfaction.Part III:Case analysis, including the fifth chapter and the sixth chapter. This part takes Bus Rapid Transit Line 1 (BRTl) in Ji Nan as a case study, evaluates the actual operation level of service level, and the evaluation grade is D; evaluates the operation level of service level based on passenger satisfaction research., and the evaluation results is C. At the same time, get the relationship between the indicators according to the structural equation model:sections of smooth and cross wait time are positively related; sections of smooth is positively correlated with the speed of road; followed by the intersection waiting time and punctuality are positively related; intersection number of stops and punctuality rate was positively correlated; waiting time and punctuality rate were positively correlated. The impact of the environment on the service level of the road is the greatest, the total effect is 0.723; the total effect is 0.877 from cross port parking time to intersection service level, and the total effect is 0.608 from punctuality rate of site service level.
