| With the deepening of China’s reform and opening-up at present, and the constant improvements of socialist market economic system, the traditional project management mode gradually exposed many blank spots, such as the narrow content and the low management effectiveness. And also because of big construction investment, long investment cycle, and one-time investment, leading to change the way of project cost management. In the end they lead to the change of the human society from industrial society to the information society, the thorough transformation of the commodity economy to knowledge economy, and promote the development of relevant subject, vested interests pattern change and resource constraints and the requirements of sustainable development, then the new project management mode—the whole process cost management arise at the historic moment. Especially in the current construction market which belongs to the buyer’s market environment,enterprises which have good cost management level can be more competitive and gain more market share.This article mainly expounds the whole process cost management theory and the present situation of the engineering project management at home and abroad,and takes the village in Zhejiang Zhoushan demolition and resettlement project as the research object. It analyses the construction project investment decision-making stage,design stage, building stage, construction stage and completion settlement audit phase of the project cost control points. This paper discusses the establishment of whole process cost management methods and measures, combining with the actual problems in the process of construction project to put forward reasonable solutions, such as the application of value engineering in the design phase, in order to realize the omni-directional and the whole process of project cost dynamic management and control, to perfect our country’s whole process cost management system has a certain positive role. |
