With the gradual increase of the modern traffic problems, green transportation, intelligent transportation and humanities transportation concept have been widely accepted. The modern tram is causing a construction boom in our country which plays the role of green, intelligent, humanities integration transportation. As the middle volume of public transportation, modern trams has many advantages like high transport capacity, environmental protection, low investment, fast construction, comfortable and these system advantages are particularly important for building a modern transportation system of sustainable development.From the start of the process of the modern tram construction decomposition and cognition, we find the key premise of the construction applicability which are the interpretation of the planning, transportation situation and analysis needs in the modern tram system. Grasp these two points to build a "systems analysis-Factors extract-System Settings" hierarchical stratification theory and gives the definition of the concept and the core concept of the theory. Then select a method to draw the hierarchical index system setings by the thinking of AHP.Then use the hierarchical stratification theory to do the first stage of "systems analysis". In order to highlight the system characteristics, advantages and disadvantages, we chose the transit light rail and BRT as comprehensive comparison. The "systems analysis" can be divided into six major areas of technical security, economic, transport capacity, network operations organization, environmental protection, comfort and beauty by the thinking of AHP. Thus have a comprehensive and systematic understanding of the modern trams and functional orientation, as the basis of extraction factor, theoretical foundation for construction applicability analysis.After the "systems analysis", use the hierarchical stratification theory to do the next two stages of "factor extraction" and "System Settings". Select 16 factors including transport capacity, transport speed, network demand matching and so on. Then divided these factors into five major aspects of regional adaptability, system suitability, technical suitability, efficiency adaptability, network development adaptability by the thinking of AHP. Thus analysis each factors to get the construction applicability degree of adaptation and advantags. Last propose three models of the network development adaptation.Finally, give a case study of the planning of Yibin modern tram construction. Summarizes the Yibin city status and development planning, urban traffic situation and planning. Then firmly grasp these two points to use the "Systems Analysis-Factors extract-System Settings" hierarchical stratification theory to analysis construction applicability of the modern tram in Yibin. As the conclusion of specific suitability analysis, that its area, system, technology, efficiency and network development are all adaptable, Yibin should built the modern tram as soon as possible...
