Research On Freight Organization Method And Operation Mode Of High-Speed Railway Express Service

With the fast development of tertiary industries such as the online shopping and e-commerce, the demands for express and high additional value transport are increasing rapidly, which brings a great opportunity and challenge to the railway freight operation. The emergence of high-speed railway express not only gives consumers a new choice, but also provides a new profit growth point for the railway authorities. However, the development of high-speed railway express is still in an initial stage. Thus, several problems like the backward technology skills and the limited services network are incompetent to show its competitive advantages or to build "door to door" service mechanism. Therefore, research on the freight organization methods and operation modes of high-speed railway express service has a great practical significance for railway authorities to establish diversified freight service and improve the competitiveness in the railway express market. Based on the view of point mentioned above, through investigating the present situation, learning from the past achievements and experience, further summarizing and analyzing, this paper studied and discussed the freight organization methods and operation modes of high-speed railway express service from the following aspects, which contributes to the solution to the popping problems of railway freight during the new period and situation.(1)Defined the concept of high-speed railway express service and analyzed its competitive advantages. Described the fundamental contents of freight organization and connotation of operation mode and discussed the relationship between them. Introduced the advanced experience of high-speed railway freight aboard and obtained enlightenment from them. Through the analysis of the development status of high-speed railway express in our country and considering its opportunities and challenges, pointed out its development bottleneck currently.(2)Analyzed the characteristics of freight organization of high-speed railway express service. According to the basic contents of the freight organization, discussed four accessible modes of the freight organization and analyzed their requirements in rolling stock, loading units, terminal conditions and information equipment based on the perspective of facilities and equipment. In terms of the service features, in accordance with the "door to door" transportation and integration management requirements, analyzed the core and extending service function. At the same time, the specific operation process of transport, distribution, packaging and other key links are provided.(3)Explained the selection mechanism of operation mode from the perspective of transaction cost theory and enterprise competence theory. Then put forward three kinds of mode and comparatively analyzed the advantages and disadvantages, cooperative mode,cooperative relationship and applicability of the operation mode. Based on the above theory, constructed the evaluation index system comprising four categories and twelve types which affected the selecting operation mode of high-speed railway express. And used AHP and fuzzy comprehensive evaluation method to select and evaluate the operation mode of high-speed railway express.(4) Investigated the problem of resource allocation of freight transportation. The shipment transfer operating process under different policy is described. Divided the nodes into several layers and service area partition, which the hub and spoke network based on node partition is established. Considering the service level,constructed the mixed integer programming modal which is aiming at minimizing generalized cost. A solution strategy based on k-shortest path and Lingo 12.0 is used to solve the model. And a example is built to verify the model and algorithm.
