The port is a comprehensive transportation hub integrating waterway,railway,highway and pipeline.The port is an important channel for the country to open to the outside world.The development of the port can promote the development of transportation and the national economy.A port is a hub where roads,railways,waterways,pipelines,belt conveyors and other means of transport are collected and connected,the port undertakes the functions of personnel and cargo transportation,connection of various transportation modes,temporary waiting for personnel and cargo,storage place and providing technical service for vehicles,ships,passengers,cargo and other objects.The port collecting and distributing system is the key factor that affects the port's carrying capacity.Strengthening the construction of collecting and distributing system can effectively enhance the port's carrying capacity,improve the port's cargo turnover efficiency,and attract more cargo sources,to provide basic guarantee for regional economy and national development.This paper uses regression analysis and Huanghua port economic hinterland analysis to qualitative and Quantitative analysis,Huanghua port in 2025,2035 cargo throughput forecast,by using SWOT method,this paper analyzes and evaluates the present situation of the collecting and distributing system of Huanghua port,and concludes that the main problem existing in the collecting and distributing system of Huanghua port is that 90% of the cargo throughput of Huanghua port comes from the coal port area,after the railway in the coal port area enters the port,the cargo loading and unloading,the ship waiting time is too long,this article has designed the berth optimization model and the storage yard loading and unloading operation optimization model,under the condition of multi-berth,multi-ship waiting for berth and conflict of cargo types,the ship berth optimization model arranges the ship berth order in order,which makes the total ship stay in port the shortest and the total ship load the largest.The optimized model of loading operation in the yard is that after the ship berths,basically several berths in the port are loading at the same time,while the coal needed by the ship is blended according to the different calorific value,and the material needs to be taken at the same time at different stacking positions in the yard,at the belt conveyor of the yard,the concentrated coal is mixed into the coal type needed by the ship,and then loaded onto the ship.Using Java language and Lingo software to solve the example,the optimization model of ship loading operation solves the problem that many ships are working at the same time at different berth in the same yard,and the required goods are distributed at different berth,therefore,the total ship loading time is the minimum and the utilization efficiency of the stacker-reclaimer is the highest.The model can solve the main problems in the collecting and distributing system of Huanghua port.
