In recent years,With the accelerated pace of China’s urbanization,booming economy and national policy support,the state of China’s construction volume presents the rapid rise,a large number of buildings caused a rapid increase of building energy consumption.According to statistics,building energy consumption accounts for nearly one-third of total energy consumption;Under the same climatic conditions,our building energy consumption per unit area 1-2 times higher than in developed countries.The annual temperature of cold regions of northeast China is bigger,long and cold winter special climate characteristics caused building energy consumption compared to other regions will be higher,The building energy-saving potential of cold region is bigger,it is the key areas to carry out energy efficiency in buildings of China.Therefore, the establishment building energy evaluation system of Jilin Province will have a significant role for cold regions building energy efficiency.In terms of build system indicators,through reading and analysis of international building energy evaluation system which American LEED, the British BREEAM, Canada GBTOOL, Japan’s CASBEE etc,in the context of climate characteristics of Jilin Province,combined with the relevant requirements and regulations in the norms and standards which "Green Building Evaluation Standard"(GBT50378-2014), "cold and cold areas of residential building energy efficiency design standards"(JGJ26-2010), "Residential Building Code"(GB 50368-2005), etc,selected the primaries evaluation index,then by consulting the experts opinion and then to use the information entropy method screened index,establish indicator framework which Jilin residential building energy efficiency evaluation index system.In terms of system construction,it is divided into two stages will be evaluated,the first stage is a qualitative evaluation;the second stage is a quantitative evaluation.In terms of index weights set,qualitative evaluation stage indicators using expert scoring method,by collating and analyzing the data which is fed back,using the group AHP to calculate the weight coefficient of each qualitative indicators;quantitative evaluation stage indicators using field testing method and the software calculates method,objectively derived energy value of each index,based on the proportion of total energy consumption of each index to set the weighting factor for each quantitative indicators.In terms of system scoring method set,qualitative evaluation stage scoring method is to use the weight coefficient of each index multiplied by its fraction,and qualitative evaluation of the final score is the sum of each index score,based on qualitative assessment scores to determine whether to enter a quantitative evaluation stage;after entering the quantitative evaluation stage,the scoring of quantitative indicators using Energy analysis method,based on the size of the energy derived quantitative evaluation stage score;then give the building energy rating score based on a quantitative evaluation:one star, two star and three-star.
