Climate change is a global issue of common concern to, is also a common challenge facing humanity. Greenhouse gases, especially CO2 concentration increase of climate change, more and more get the attention of people from all walks of life. Buildings in the process of using continuous emissions of greenhouse gases, in numerous studies show that building in the use of phase of carbon emissions is one of the most, the produce of CO2 is one of the reasons for the increase of greenhouse gases. In recent years, with the development of our country economy, people’s living standards improve, the requirement for the quality of living environment, life is also increasing. Successively appeared all kinds of public buildings, however, these public buildings in the pursuit of "international standards", "30 years behind" contour requirements at the same time, the increase in the energy consumption of building its carbon emissions also will increase a lot, it’s brought serious test of building energy conservation and emissions reduction. Therefore, to carry out the construction of the carbon emissions quantification is of great significance to the industry of energy conservation and emissions reduction.Construction field because of the high energy consumption, high emission and carbon reduction potential and high return on investment to become the focus of the current low carbon research field. Low carbon research in the construction field, however, first of all need to be solved is the problem of building carbon emissions quantification, this paper combined with the quantitative method is scientific and integrity, the connotation of low carbon around a building existent public buildings is put forward in the use of carbon emissions in the process of quantification of ideas, Suggestions to build building carbon emissions quantification standard, and using the whole life cycle of buildings as the quantitative, divide the carbon emissions of quantitative time node, the existent public buildings is divided into building materialized, building maintenance, building demolition recovery stage. This paper mainly discusses the existent public building in the use of phase carbon emissions quantification method.In the field of building energy conservation and emissions reduction, in response to climate change, sustainable development has an important significance. In this paper, based on the CDM methodologies, the existent public buildings is mainly studied in the use of carbon emissions in the process of calculation, monitoring and verification method. First of all, the analysis summarizes the public building carbon emissions in the process of using quantitative emphasis and difficulties; Secondly, according to China’s laws and regulations and the actual situation of the project, contrast the CDM methodologies, voluntary emission reduction methodology in greenhouse gas emissions calculation and project level MRV work and building carbon emissions trading market in China has made the analysis and exploration; Finally, based on VB language to compile "existent public buildings in the process of using carbon calculation. Exe" calculation software, and the presented method are verified through the specific case of practicability and maneuverability. Hope this article for existing public buildings carbon quantitative measurable, reportable and verifiable goal has the reference value, and make some contribution to establish a domestic carbon market.
