As urban-rural integration process accelerating, judging scientific and reasonable whether the highway current situation adapts to the development of society and economy is an urgent problem in the transport sector, currently,which can provide a scientific basis for highway’s scientific planning and rational construction.First of all,this thesis introduces the connotation,evolution, development modeof the urban-rural integration,determining that most areas in China is still in the urban and rural integration process.Introducing the concept of "smart growth", this thesis analyzes the guiding significance of the smart growth to the development of urban-rural integration.On this basis, this thesis introduces the relationship between transportation and urban-rural integration. Finally, this thesis expounds the urban-rural integration’s adaptability requirement in terms of macroscopic and microscopic:the macro adaptability refers to the adaptability of highway transportation and the external social and economic environment, the micro adaptability refers to the technical indicators of highway traffic and traffic demand derived from economic development.Then, this thesis elaborates the basic principle and evaluation methods of the highway adaptability evaluation. The basic principle ofroad network adaptability including comprehensive evaluation, fuzzy evaluation, the membership functions, the determination of weights.Basing on the above principle, this thesisuses the hierarchical analysis method and the fuzzy evaluation method as the evaluation method, establishesthe fuzzy comprehensive evaluation model, analyzes the model application steps,which gives a theoretical foundation for the instance in ater analysis.At the same time, this thesis introduces the data envelopment analysis method, which is giving a horizontal and vertical development effectiveness evaluation to changsha’s road network integration mainly using C2R model.Later,this thesis establishes the evaluation system of road network adaptability.Basing on the principle of evaluation index selection, combining with the concrete conditions of highway traffic system in changsha city,this thesis determines the corresponding road network adaptability evaluation index system, and expounds and analysisthe concrete evaluation index.Finally,with changsha’s highway road network as the research object, this thesis analyzes the adaptability situation of changsha road network and gives a comprehensive evaluation conclusion.
