The development of public bicycle traffic can not only compensate lack of public transport, but also attract more car trips transferred to public transportation, which can improve the competitiveness of public transport, save energy and land resources, reduce urban pollution, ease traffic congestion and build a good living environment for the public. There have been difficulties in circulation, low utilization, maintenance difficulties and other issues in Public bike rental system in use. To solve the difficulties and to promote the development of public bicycle transportation, the thesis studies the public bike system planning problem.The existing problems in the public bike rental system, demand forecasting and rental points selection are studied in this thesis. The reason of problems in the public bicycle analysis, the development of public bicycle circulation problems, low utilization, maintenance difficulties and operational difficulties are described and analyzed. The study of rental demand distribution forecasts and location planning can effectively solve the outstanding problems in the development of its existence.For the distribution forecasting of rental demand, on the premise of OD traffic forecasts of future results district, the demand for regional public bicycle rentals predicted by using random utility theory to calculate the probability of selecting public bicycle then through the demand and turn over ratios of each lease point estimate the scale of public bicycle and parking pile-scale projections. Because of leasing site planning is the key point of public bicycle system planning, the bi-level programming model site planning leased sites is selected after comparing typical models and comprehensive analysis of the characteristics of public bicycle rental system. To meet the goal of the system administrator-level decision-making, a discrete model as the upper-model is build. The random user equilibrium model as the lower model is adopt, so that the total travel costs were minimal within the region, and through numerical examples, and application of research can get better results.Currently bicycle traffic on public policy, management and planning not given sufficient attention, less domestic and international academic research on public bicycle traffic theory, its application also in the exploratory stage, so it is essential to study the public bicycle rental system planning, which is conducive to the promotion of public bicycle transportation and complement the comprehensive urban transportation planning theory.
