The Strategy Of The Civic Happiness-Led Redevelopment For The Old Residential Areas

Redevelopment for the old residential areas is important to civic happiness, especially for the low-income groups, and the implementation of development strategy holds public concern. Civic happiness perspective as a starting point to explore comprehensive issues of the urban old residential will effectively avoid the accumulation of related problems in future residential planning.First of all, this study digs the connotation of "civic happiness" of redevelopment for the old residential areas; discuses the access to gain the housing rights; think about the importance of social morality in redevelopment plan. Secondly, this study reflects the problems existing in the current redevelopment of the urban old residential areas on the basis of investigation of the Suzhou old settlements, and digs the deep reasons of the dislocation between the redevelopment efficiency and people’s expectations. Thirdly, it comes up with the suggestion of the means of urban old residential area’s redevelopment from the perspective of civic happiness:one is to build a diversified cooperation mechanism; two is to strengthen the policy and guidance mechanism; three is to meet residents’actual demand as the guidance for planning and design. Three aspects function as a whole can effectively guarantee the realization of residential rights; maintain social public interest and biggest concern; help to realize the basic life need of the vulnerable group; and encourage housing redevelopment in the fair distribution of social resources.
