In our country, building energy consumption, tied with the industrial energy consumption and transportation energy consumption, is one of the main part of the three major social energy consumptions. With the rapid development of the tertiary industry, building energy consumption, especially the proportion of public building energy consumption, has witnessed a rapid increase. Along with economic development and the improvement of people’s living standards, building energy consumption is growing, the phenomenon of the energy shortage is highlighted, building energy conservation problem become more urgent. As to energy saving, the first priority is to analyze the current situation of building energy consumption, so as to find out the source of the problems and put forward energy conservation plans, set the building energy efficiency standards. This paper introduces the general situation of building energy efficiency both at home and abroad, with building energy consumption simulation analysis method included. At the same time, this dissertation develops a technical route for public building energy consumption quota and puts forward the public building energy saving measures.First of all, this paper briefly introduces the definition and purpose of building energy consumption quota. Building energy consumption quota, which determined by statistical analysis or technical analysis, is defined as the production activities energy consumption per unit social product in fixed period and under standardized condition. It is, namely, the energy consumption standard for achieving building functions. It sets three goals for building energy consumption quota. Based on the understanding of building energy consumption quota, this dissertation established the rationality, the basic principles of fairness, timeliness and feasibility for building energy consumption quota. According to the characteristics of the statistical quota and technical norm, this paper tried to make the statistical quota and technical norm as mutual referents to determine the building energy consumption quota compiling technical route.Secondly, this article chose the sampling survey method to investigate energy usage of the public buildings. The survey mainly focused on eight typical public buildings. By processing and analyzing the statics, the state and features of various public buildings energy consumption was achieved. Thus, the public building energy consumption quota index form was determined. That is applying the quota index to describe the energy-using situation of public buildings. As well, various public buildings quota level table and statistical quota value were set out.Then, the public building technical norm compiling technical is mainly divided into three stages:establishment of standards, calculation of energy consumption standard and building energy consumption quota determination. This chapter finds out the necessary energy usage for achieving architectural functions. Mathematical model was set up and state space method was used to solve room heat balance equations in order for further analysis of the building energy consumption influencing factors, which the main factors are building envelopes and indoor air heat transfer process. Then, DeST was introduced and selected to simulate subentry building energy consumption quota.Finally, this paper makes the statistical quota and technical norm as mutual referents to determine the building energy consumption quota compiling technical route. After the quota in Jinan was made out, meteorological parameters were corrected so as to obtain the building energy consumption quotas in other areas in Shandong. Further, office, hotel, and commercial buildings’quotas were worked out. To facilitate the implementation of the standard, this paper puts forward suggestions for public building energy conservation measures. As for public buildings, build up energy consumption monitoring system platform. As for the new buildings, rely mainly on widespread use and promotion of energy-saving technologies to achieve energy saving. For existing buildings, there are needs for building energy audit and transform to achieve energy saving.
