In China, the current standards and regulations about energy efficiency for public buildings always emphasis on design, construction,operation,evaluation,seldom set a mandatory quantity standards for benchmarking the energy performance. Thus, the administration based on actual amount of energy consumption is gradually becoming a new idea in the field of building energy conservation. This dissertation designed a new regulatory system for public building energy conservation in Tangshan which based on energy consumption quotas. Then, common methods for quota calculation were reviewed and analyses on government office buildings and university buildings in Tangshan were made as examples to verify the theory.Combined with management status of public buildings energy conservation in Tangshan, an innovative regulatory system based on energy consumption quota had been designed which drew the successful experience of carbon trading. Moreover, the advanced concepts of Clean Development Mechanism(CDM) and Energy Performance Contracting(EPC) were introduced into the system.The overall characteristics of the Tangshan government office buildings were analyzed through statistical data from several aspects, such as completion time, floor area, number of floor, form of heating and cooling and building electricity use intensity. Furthermore, using SPSS software, the factors influencing the energy consumption were discussed through partial correlation analysis, and the energy consumption per unit floor area was chosen as an index to benchmark the energy performance of buildings.On this basis, based selected typical building a standard mathematical model was established to simulate its energy performance using the software DeST-c for making technical quotas. Under the conditions of the relative energy-saving rate of ±15%, the values of mean quota, the upper and lower limit quotas were 67.34kWhe/(m2· a) 、 89.44kWhe/(m2 · a) and 48.94kWhe/(m2 · a), respectively. In addition, according to the average electricity quota the example and simulation study had been conducted.Based on the statistical data, the energy consumption characteristics of the college and university building in Tangshan were researched. In this dissertation, three methods including the average value method, the secondary high-average method and the secondary advanced-average method were used to calculate the quotas of college and university buildings energy consumption. The results showed that the different values of energy consumption quotas of universities were 897.87, 1002.47 and 793.26kWhe/(student? a) respectively, and those of colleges were 670.44, 704.74 and 618.99kWhe/(student?a) respectively. Considering the different types among students, the mean quota of the university was revised, and the final value was 927.16kWhe/( student ?a). At the same time,the quota level form was calculated based on revised figures.
