This paper focused on the empirical study of low-carbon urban development Ganzhou from three aspects, they are the evaluation of low-carbon urban development in Ganzhou, the prediction of energy demand and carbon dioxide emissions in Ganzhou,and strategies of low-carbon city development in Ganzhou.Firstly, for the evaluation of low-carbon urban development in Ganzhou.Based on the concept of low-carbon city and related theories, draw on research results of low-carbon city development, integrated the situation of low-carbon city development in Ganzhou, built a low-carbon city evaluation index system, the system included economic development, low-carbon development, and social development, etc. 3 sub-systems, with 18 indicators. Got indicators’ raw datas from relevant statistics. And evaluated the level of low carbon city development in Ganzhou using Principal Component Analysis. The results showed that the overall level of low-carbon city development in Ganzhou showed an overall rising trend, but the level of social development subsystem and low-carbon development subsystem showed declining trend which shows that we should gradually strengthen the work of energy conservation and social security while developing the economy in Ganzhou. Secondly, for the prediction of energy demand and carbon dioxide emissions in Ganzhou, set the relevant data of 2012 as based datas, set economic development scenarios and energy conservation scenarios from 2013 to 2022 in Ganzhou, predicted energy demand and carbon dioxide emissions from 2013 to 2022 in Ganzhou using Scenario Analysis with the economy development in low, medium, high-speed. The results showed:to 2022, when Ganzhou’s economy is in a low-speed, middle-speed and high-speed development stage, their energy requirements under the low carbon scenario are: 1275.30,1527.10 and 1989.20 in ten thousand tons of coal; the corresponded carbon dioxide emissions are: 3137.3, 3756.8 and 4893.4 in ten thousand tons. Datas show that, regardless of the economic development of Ganzhou is in low, medium or high speed stages, energy demand and carbon dioxide emissions of its low-carbon scenarios are growing in the coming years which Shows that Ganzhou will primarily based on economic development in the short term,which is still in the industrialization and urbanization. Finally, for the shortcomings of low-carbon urban development in Ganzhou, we put forward some corresponded countermeasures as low-carbon industrial, low-carbon energy, low-carbon life, increase forest carbon sinks and so on.
