With the continued development of economy, multiple runways play more andmore important role in the civil aviation. These rules and operation technologiesdirectly related to the capacity and security. Compared with the developed civilaviation countries in Europe and America, our country began to operate multiplerunways late, we lack regulations, and standards also are conservative. These lead toour separation largely and hinder the improvement of multiple runways efficiency.Furthermore, our operation technologies are falling behind relatively. So it’s veryimportant to analysis the difference between domestic and foreign to promoteoperation.This paper based on our country’s regulations and current situation analysis thestandards and operation technologies to study differences. It combine the qualitativeanalysis according to differentiation and quantitative assessment using rough set theory,to research the applicability of Simultaneous Offset Instrumented Approach(SOIA)and1.5nm dependent approaches to parallel runways spaced less than2,500feet in ourcountry. Afterwards, this paper puts Shanghai Pudong International Airport whichrunways configuration is the most widely in our country as an example. It takesairspace structure, runways configuration, chaos theory and new technologyrequirements into consideration to study the usability of these technologies. Finally,This paper based on the improved Temporal Analysis Capacity Assessment Model todiscuss the effective of technologies under various combinations, so that we canprovide scientific decision-making reference for its use in our country.This paper on the basis of the domestic and international standards and operation,follow the principle of combining qualitative analysis and quantitative research. It alsointegrates rough set, chaos theory with airspace structure and runway configuration toensure the accuracy of study. Meanwhile this paper put differences, applicability,usability and effectiveness as the key, these support interlocking and keeping progressive with each other. Finally, the new technologies’ performance under a varietyof operating evaluated can provide an important theoretical support for theimprovement of our multiple runways operation, so that we can ensure operationeffectiveness.
