In recent years, under the push of the new rural reconstruction and urbanizationdevelopment, rural housing construction speed in our country present a tendency of increasingand residential investment soared. With the improvement of the economic and farmers’income, people’s demand for the quality of living conditions has also become higher. Thenewly built residential slowly turned into a type insulation energy-saving residential in coldregion of Xinjiang. Energy-saving residential can improve the indoor comfort compared withtraditional residential, but it increases the construction cost, so the energy-saving residentialinvestment has become the focus. For residential construction project, the design phase is thekey to determine economy of engineering construction, and it effect on the whole residentialinvestment more than75%.To save cost the majority of residential projects have a setof design stage cost control scheme, such as scheme optimization, quota design, valueengineering, life cycle cost control and so on. There are many scattered rural houses inXinjiang, but the construction scale is relatively small, so it always tends to be ignored tocontrol residential investment.In this paper, rural house in severe cold area of Xinjiang were as the research object,imitated the construction project cost control method in the design stage, considering thespecial nature of rural residential building, using the methods of cost control in process ofthe small towns housing construction. Put forward the application process of control theenergy-saving rural house cost, so as to achieve the aim of reasonable rural houseconstruction cost control. The mainly research results are as follows:(1)Summarized the history and status quo of residential construction at home and abroad,put forward the urgency to study rural energy-saving residential cost control in cold region ofXinjiang.(2) Interpreted cost control theory method of quota design and value engineering in thedesign phase, analyzed the shortcoming of the two methods used alone, put forward todetermine the optimal cost control scheme by using these two methods at the same time.(3) Analyzed the influence factors of rural house cost in design stage, and carried on theresearch about rural house construction in cold region of Xinjiang, put forward the referenceoptimization design scheme of energy-saving rural house in this region.(4) Energy-saving rural house economic evaluation model is put forward, made the economic evaluation for energy-saving rural house in cold area of Xinjiang. After beingtransforming the energy saving measures, Residence coal consumption will reduced, toconsider the price of coal annual growth rate of housing life cycle, increased energy savinginvestment can recycling within11.45years, energy saving measures is feasible.(5) Analyzed practical engineering cases by the theory of quota design and valueengineering: Investors given total investment and residential apartment, grandsoft is used tocalculate three kinds of structure forms (brick, frame, light steel) budget cost, under thepremise of total investment was controlled, analyzed the function, cost and value coefficientof each scheme by using value engineering, determined the optimal solution case is themasonry structure.
