Investigation On The Impact Of Construction Safety Regulation On Production Efficiency

The construction industry is one of the most important industries promoting economic development in China,however,the high value is often at the expense of high risk.And the construction industry is also a labor-intensive industry,which introduce a large number of labors will increase the security hidden danger.Thus,construction industry is the significant ones,which need the security control in China.In the process of construction industry development,construction safety and production efficiency should be the pursuit of common goal.However,due to the limited production resources,improving construction safety regulation is not necessary to promote construction production efficiency,which is also likely to produce a suppression phenomenon because of the resources occupation.So,how construction safety regulation impact on production efficiency? This is an important issue considered in formulating and controlling construction safety regulation.Therefore,this paper takes the change of construction safety regulation intensity as a starting point to explore the impact of construction safety regulation on production efficiency in construction industry,moreover,the change characteristics of the impact on the spatial and temporal dimensions is also the research emphasis in this paper.Combined theoretical research and empirical analysis,this paper studies the impact of construction safety regulation on production efficiency in construction industry from three dimensions: the whole,the space dimension and the time dimension.Firstly,this paper clearly defines the basic concept of construction safety regulation and production efficiency in construction industry,then analyzes the differences among regions and the volatility of areas about the impact of construction safety regulation on production efficiency in construction industry based on the relevant literature,and puts forward the research hypothesis as the theoretical research basis.Secondly,this paper makes the research design according to the research purpose,including regression analysis method and panel data,index selection,measurement model,parameter test and so on.Finally,this paper carries out the empirical analysis from three dimensions on combination with the theory and study methods,including data collection and processing,data classification,descriptive statistics,nonparametric test,the regression model results analysis and so on,which can verify the theoretical hypothesis.Based on the result of these studies,this paper promotes some suggestions from the three aspects of construction safety regulation formulation,implementation and feedback under the view of central and local government and construction enterprise.Research results show that:(1)Construction safety regulation has a stable "inverted U type" nonlinear effect on production efficiency.(2)There are differences existed in the impact of construction safety regulation on production efficiency among regions.(3)The impact of construction safety regulation on production efficiency exists the fluctuation in areas.According to the research results,this paper puts forward the corresponding countermeasures and suggestions as follows:(1)Central government should regulate the rhythm of construction safety regulation,establish and improve the supervision system,improve the tracking and feedback mechanism,which can control the impact of construction safety regulation on production efficiency in construction industry.(2)Local government should be in accordance with the policy by region considering the period of policy principle,formulate reasonable construction safety regulation,dredge conduction path of construction safety regulation,set up systematic feedback system of construction safety regulation,which can guarantee construction safety regulation and production efficiency matching the development state.(3)Construction enterprises should improve the awareness of construction safety production,develop and implement a reasonable production safety management system,and establish a linkage mechanism to deal with changes in construction safety regulations.This paper provides a new perspective for balancing the relationship between construction safety and production efficiency in China.At the same time,it is more clear to recognize the actual impact of construction safety regulation on production efficiency in construction industry with the empirical analysis supported by theoretical study,which help to put forward a more practical and effective countermeasures.
