| The construction industry is developing rapidly,but the safety problem is still outstanding.The characteristics of the construction project,such as periodicity,dynamics and complexity,determine that there are many unsafe factors in the construction process,resulting in the high number of building safety accidents,serious accident losses,and still serious security situation.Under the condition of market economy,in the face of limited resources,construction enterprises need both safety and cost objectives.The classification of accident loss can guide the reasonable allocation of safety funds,and reasonable safety input can effectively reduce accidents,reduce accident losses,and enhance economic and safety benefits of enterprises.At present,China still lacks perfect construction safety investment,loss statistics and other aspects of the provisions and standards,the relevant academic research on safety cost evaluation is still in the exploratory stage.Therefore,in view of the safety cost of construction companies,the security cost index system and the evaluation of security cost level are discussed.Firstly,a safety cost indicator system for construction companies was constructed.Based on the existing research results,the components of the guaranteed safety cost and the loss cost are combed in detail.The structural entropy-factor analysis method used to optimize and the key elements are established.Based on the mutual influence and feedback relationship between factors,a network structure diagram of safety cost indicators was established.Based on expert scoring views,the weights of indicators at all levels were obtained,and a safety cost index system for construction companies was constructed.Secondly,the security evaluation model based on ANP-Fuzzy was constructed to evaluate the safety cost of construction enterprises.Combining relevant building safety regulations and actual conditions,the construction company’s safety cost evaluation grades and standards were designed,and on this basis,a multi-level evaluation model of safety costs was established.The case study shows that the evaluation model is scientific and effective.Finally,the optimization control strategy of safety cost for construction enterprises is put forward.Based on the research results,the obstacle factors that may exist in the practical application of the safety cost index system and evaluation model of construction enterprises are discussed.The obstacles in the application of safety cost complexity,management factors,employee factors,and supervisory factors are analyzed.It is pointed out that construction companies should specify the optimal control direction of safety costs,and the government should establish incentive regulations and supervision over implementation behaviors,and at the same time,play the role of third parties such as security evaluation agencies and insurance companies.It provides reference and reference for rational allocation of safety funds by construction companies,reduction of safety accident losses,active strengthening of safety cost control,and improvement of relevant safety regulations by government agencies. |
