Compared with traditional railway, high-speed railway possesses many technical and economical advantages, high speed railway in our country developed rapidly in recent years, at present, the scale of high-speed rail network and the high-speed train configuration in China have been in the first place of the world, but the time of development of high-speed railway in our country is still short, some new technology, new equipment also need long-term operating practice experience, the safety law of the high-speed railway also needs to be mastered deeply. High-speed rail safety accidents occurred sometimes, which influence the development of high-speed railway negatively, the situation of high-speed railway safety is still grim. So it is necessary to analyze and study the system characteristic of the high-speed railway system comprehensively, deepen the understanding of high-speed railway security evolution, based on the risk analysis and safety evaluation of high-speed rail, then provide foundation for active safety management safeguard of high-speed railway.This paper combined with the theory of complex system firstly, from the sides of complexity source of different levels and angles, complex features of the high-speed railway system such as the openness and the character of net and the emergence to analyze the complexity of the high-speed rail system fully, demonstrated that the high-speed railway is a complex network system which is composed of complex technology and equipment, running in the complex environment. Secondly, analyzed the complexity of the cause of the high-speed railway further and summarized three kinds of accidents of high-speed railway according to the operation of high-speed railway. Then, summarized the safety factors of the high-speed railway, analyzed safety factors of high-speed railway from people, equipment, environment and management respectively, and operation safety hierarchical model of high-speed railway is established for theoretical research on the safety of the high-speed railway evolution. Finally, combining with the security evolution model of high-speed railway, selected the extension evaluation method to evaluate the safety of high-speed rail, made the set and data of related safety factor of high-speed rail derailment accidents as the foundation, realized the dynamic and variable safety evaluation of the high-speed railway, then verified that the extension evaluation the applicability of the high-speed railway safety evaluation, made the safety evaluation of the high-speed rail as a strategy guidance for the active safety management of the high-speed rail.
