With the continuous development of my country’s railway industry,high-speed rail has become the choice for more and more people to travel.Ensuring the safety of high-speed rail transportation is an important task for railway companies at all levels.In recent years,due to the opening of new lines,the research and development of new models,the number of high-speed rail operations has continued to increase,resulting in increasing safety risks faced by high-speed rail maintenance units.Therefore,research on the safety risks of operation and maintenance of high-speed rail EMUs can better deal with the crises brought about by development and changes,and help maintenance units improve their safety risk management capabilities.The Beijing EMU is responsible for the maintenance and production tasks of high-speed railways in the Beijing-Hebei region at all levels.The use of maintenance as the last repair process before the high-speed rail passenger operation is a key factor to ensure the safe operation of high-speed rail.Based on the framework of risk identification,risk assessment and risk management,this paper uses the WBS-RBS analysis method to build a risk decomposition matrix for the operation and maintenance work,and conducts research and judgment on the risk items of the operation and maintenance process of the high-speed railway in the Beijing bullet train section,and summarizes the personnel,equipment,environment,management Factors 4 first-level indicators and 16 second-level indicators are the key factors affecting the safety risk of operation and maintenance,and the risk identification is completed.Then,the analytic hierarchy process is used to quantitatively analyze the operation and maintenance safety risk indicators,and the weights of the indicators at all levels in the operation and maintenance safety risk are calculated,and the consistency test is carried out and comprehensively sorted according to the weight:among them,the personnel factor(0.4734),the management factor(0.2641),equipment factor(0.1488),environmental factor(0.1138).Then construct the maintenance safety risk level membership matrix,combine the analytic hierarchy process with the fuzzy comprehensive evaluation method,and judge that the safety risk level of the operation and maintenance of Beijing EMU is at medium risk.Comprehensive analysis shows that the overall safety risk level of the operation and maintenance of the Beijing EMU is within the controllable range,but the risk management needs to be further optimized.Among the first-level indicators,the personnel factor accounts for the highest weight,which is the key factor affecting the safety risk operation of operation and maintenance;among the personnel factors corresponding to the second-level indicators,weak sense of responsibility is the most likely to lead to the occurrence of safety risks in operation and maintenance;among equipment factors,high-speed rail Poor operation has the highest possibility of causing safety risks in operation and maintenance;among environmental factors,poor light has the greatest impact on safety risks in operation and maintenance;among management factors,the ability to organize production for operation and maintenance needs to be strengthened most.The causes of safety risks do not exist independently,but interact with each other.Based on the above analysis results,this paper comprehensively proposes corresponding safety risks for the factors that are most likely to cause safety risks in the operation and maintenance of high-speed rail among personnel,equipment,environment,and management indicators.Management optimization measures,such as strengthening labor safety and business skills training in a way closer to the actual maintenance positions,strengthening post professional ethics management and health management,increasing dynamic monitoring of high-speed rail EMU operation status,strengthening equipment maintenance and environmental management,and strengthening the use of maintenance organizations Management,strengthening emergency response,etc.,provide certain reference for safety risk managers.
