Research On The Utilization Efficiency And Factors Of Shaanxi's Industrial Water Under Environmental Regulation

In recent years,the rapid development of industry,not only has realized the industrialization movement from mid to late,but also makes contribution to economy take-off and step into the middle ranks of the developed provinces in the“12th five-year.However,at the same time of rapid industrial development,Shaanxi's industries development pattern still stay in the high pollution,high consumption and low efficient levels,resources and environment have a huge negative externalities in shaanxi province,which is limited by the rough and traditional development model.The government has increased the investment for industrial environment regulation Since 2010,but the overall effect is not obvious.Based on these,this article measures the industrial water efficiency under environmental regulation in Shaanxi Province,and analyzes the effect of environmental regulation on industrial water efficiency by contrast.At the same time,establishing the regression model and analyzing the factors and degree influencing the efficiency,which offers theoretical reference to make environment regulation policy,adjust the industrial structure and realize economic,environmental and social sustainable development.In the particular research process,this article selects sample data about Shaanxi Province from 2001 to 2015 and its eight pillar industries from 2002 to2014,measures and contrasts the industrial water efficiency by using traditional DEA model and SBM model.Secondly,analyzing the factors of influencing the efficiency by selecting indicators from the condition of water resources,economic development level,industry structure and environmental regulation investment and effect,and using the Tobit model.At last,putting forward advice to improving the industrial water efficiency from government and enterprise based on the result.The main conclusions in the article are as follows:Firstly,the industrial water efficiency represents significant spatio-temporal difference.From the point of overall,the overall efficiency fluctuates from 2001 to 2015,and economic-environmental efficiency is lower than economic efficiency,which indicates that environmental regulation has obvious significance.on water effcienciency.At the same time industrial water efficiency between different industries also has heterogeneity.In addition,the market regulation has certain influence to the industrial water efficiency.Secondly,the industrial water efficiency are influenced into the condition of water resources,economic development level,industry structure and environmental regulation investment and effect through regression model.Especially,environmental regulation has an effect on industrial water efficiency with the influence of different level.According to the development of research results and the actual industrial development in Shaanxi Province,this paper provides advises from different industries,which have practical importance for Shaanxi Province to adjust the industrial structure,reduce industrial water pollution and waste,build green and cyclical industry system,and realize sustainable development during the “13th five-year” period.
