Algeria Liquefied Petroleum Gas (LPG) Project Management Research

Now China join the large international chemical construction project more and morewith the global economical integration, however, chemical international project is just asmall class of the project management and only few scholars study the details of chemicalinternational project management. With the declination of Japan and Europe’s constructioncareer, China and South Korea grow the mainstay in chemical construction, thus thecompetition between the two countries appears more intensely. We must research and controlthe cost if we want to be No.1. This paper takes a successfully completed internationalconstruction project as a object to research the detail management, which has a realistic andguiding meaning. It conclude both the success and failure experience to provide referenceand document for the subsequent international project.The paper starts from the schedule of management to the implementation and the focuson the project process management. It takes four important aspects to research so that we canget the enlightenment from the project process management and at last it concludes andanalyses the whole paper, which is the main train of thought of the paper.I make a detailed description of project management, project plan and the managementof security&QA/QC&cost control in the paper, thus I get the enlightenment of projectmanagement and proof the theory in the practice.This is a case paper which concerns about the international petrochemical project, thechosen case is Algeria Oran liquid gas project which is Algeria National oil company(SONATRACH)3rdperiod project, located in the west of the existing liquid gas productiondevice, which is the largest liquid gas production base In Africa. The total investment isabout13billion dollars, in which JCC occupies600million RMB including mechanical,structure, piping, electrical and instrument departments. There are3main device,1utilitydevice and tank area in the project, the project conforms to the requirements of researchbecause the project organization is intact and the total work volume is large and complicated.The paper refer to the research of the theory about international project managementand explain the main part of the paper from the theoretical point, meanwhile make aclassified research of JCC’s responsible work. First the paper gives an introduction of project background and general facts, reflectingthe significance and special value of the project. The most important is the countermeasureswhich is made by JCC under this circumstances.One of the most important parts in the paper which reveals the related preparations inthe early period of project and the plans for the project management including technicalpreparations.The core content of the paper which displays the most important5parts in constructionproject management, namely safety, progress, quality, cost and communication. It describesthe actual application about the theory of project management from the effect of sitemanagement, which has an important reference value.This paper, from the theory research to the case, has the practice significance withcertain theory. The project discussed is a typical international chemical construction project,which gives a good guiding to the similar construction project. Therefore the research aboutthe management of this project has a more important realistic meaning.
