This study clarified the quantitative method on the level of human reliability, not only analyzed human link error and unsafe event by the way of PSA, but also establish different method of human error quantification and standard of probability determination, fuse human reliability model together with PSA in the perspective of safety management in ATC, so that provide theoretical support and decision make for civil aviation’s performance evaluation.For the human error analysis techniques of HAZOP and TRACER, some comparative and advantageous evaluation had been made to screen the key and effective source data in the system of ATC, conducted on a series of safety operation survey aim at relevant staff, in order to find out the performance mechanism and elements that influenced by the safety operation, then compared human error with actual investigation, and combined with single factor of hazard control distribution for the sake of paving the way to study and prevent human error as the follow-up hazard prevention.Thirdly, according to the field survey and real-time statistics based on a certain stage of operation data, the controller’s error point and time had been counted by the way of human error analysis, after that analyze the controller’s degree of influence from environment by human factor questionnaire.Finally, apply the mature method of PSA combining with the technology of human reliability theory model, and transformed the actual identified human errors into probability factors, thus we could evaluated the probability of hazard case or unsafe events, and pre-evaluated the current situation from the angle of human error in ATC at the same time.
