| The rapid development of civil aviation industry in China has brought great convenience for people’s travel. The construction of airport is playing an important role in improving the quality of regional economy. However, the problem of irregular flight delays is becoming more and more obvious, and it is related to the improvement of the level of civil service and the construction of harmonious civil aviation directly. In the face of the rapid growth of traffic flow, the effective and efficient management is particularly important.This paper selects Chengdu area as the research object, and forecasts the airport passenger throughput of Chengdu Shuangliu Airport in a few years. It also expounds the division of Chengdu air corridors and the suggestions of using corridors. Statistical data shows that, the number of irregular flights caused by the reason of airports is small, besides, there has been lots of studies focusing on airports (such as ground holding policy). From the angle of air traffic control sectors, this paper starts the study of flow allocation strategy.At first, this paper analyzes the different causes of the airspace congestion, then calculates the correlation between different causes through the theory of grey correlation. The correlation is also treated as an evaluation index. It’s useful to judge a sector is busy or not The paper views a sector as an unit, constructs the evaluation factor set and evaluation set, and determines the weight and the membership. Using the analytic hierarchy process and fuzzy comprehensive evaluation method, the paper evaluates the degree of a sector is busy or not.Based on the evaluation of busy degree of a sector, the paper takes Chengdu terminal and area control sectors as examples, and starts the study of the dynamic management of sectors. According to the latitude and longitude of the boundary points, waypoints and navigation stations, the paper constructs the structure of terminal airspace and Chengdu area control airspace, views waypoints and navigation stations as generators, and construct the Voronoi diagram of Chengdu terminal and area control airspace. Since the importances of waypoints are different, it’s necessary to analyze the weights between different waypoints, exclude apart of generators, and generate weighted Voronoi diagram. Through the statistics of the air traffic controllers’workload in different time and different generators, combined with the region growing algorithm, the paper calculates the number of sectors in need and achieves the dynamic management of sectors.The results of the study show that, the study of the flow management strategy based on key nodes not only improves the operation efficiency, but also makes full use of the airspace resource. It provides the theoretical and technical guidance for the evaluation and dynamic management of sectors in a degree. |
