With the rapid growth of China’s economy, the civil aviation transportation needshave gone up. Especially in the event of unforeseen circumstances (such as bad weather,air traffic control), the contradiction between traffic flow and capacity airport terminalarea air is also becoming increasingly apparent, will inevitably result in large-scaleflight delays. Large-scale flight delays, not only cause huge economic losses for theairline itself, but also bring great challenges for the normal operation of the airportauthorities and ATC services. Airport terminal area has become a bottleneck of airtraffic flow management, research on the program of recovery scheduling of flightdelays is self-evident.When flight delay occurs, how to rapidly restore flight to normal status, how toschedule flight delay restoration with optimal scheme and how to reduce theaccumulation of flight delay and economic loss have become urgent requirements forcivil aviation industry. In this paper, comprehensively summary the status quo,development trend and the latest research results of collaborative flow management anddeeply analyze the relevant theoretical foundation, classical methods and main researchresults。Introduce the idea of collaborative management of terminal area to the decisionof recovery scheduling of flight delays, to improve the rationality and validity ofdeparture sequencing when a large scare flight delay occurs, while improving theutilization of the airport and its approach airspace resources.When create a collaborative Departure model of delayed flights sequence, in orderto optimize the recovery scheduling of flight delays, the economic benefit, social impactand loss constitution of flight were considered, proposed the concept of the passengerdisappointment spillover cost and gain quantization process, get a more accurateeconomic losses delayed flights. This paper use Hungarian method and geneticalgorithm for solving which model are rerouted, a solution steps was specified, and anexample was given to demonstrate the solution feasibility. When a flight delay isunavoidable, the model provides the controller with the optimal flow distribution in a future time window to reduce the influence of the delay as much as possible.
