With the rapid development of civil aviation in China, the amount of flight increases sharply, resulting in the serious flight congestion in terminal area. How to solve the problem of flight delays under limited airspace resources has become the key of air traffic. Do the research of approach and departure flight optimization scheduling on multi-runways. From the perspective of the airlines, it can reduce the flight delay costs; from the perspective of airport, it can increase runway throughput and improve resource utilization; from the point of view of air traffic control department, it can reduce the workload of the controllers, and improve the fairness of flight scheduling, hence provide certain reference for flight delay problem.By reading a lot of domestic and foreign literature, combines with current situation of China civil aviation transportation, starting from airlines, airports and air traffic control departments, reducing airline delay costs, increasing runway throughput, and improving scheduling fairness are regarded as optimization objective, to make optimization scheduling for approach and departure flight on multi-runways. First of all, aiming at single runway airport, an optimization scheduling model is established, the delay costs and workload of the controllers are objective functions. The genetic algorithm combined with sliding time window algorithm is used to solve the model. Secondly, aiming at multi-runways of busy airport, an optimization scheduling model on multi-runways is established to minimize delay costs, maximize runway throughput and make fair flight scheduling. Apply GAAA algorithm which combines genetic algorithm and ant colony algorithm to make simulation. The proposed algorithm not only has the quickness and global searching ability of the genetic algorithm, but also has ant colony algorithm's parallelism and higher efficiency. Through the simulation experiment, the results showed that the flight scheduling model and algorithm proposed in this paper could effectively reduce delay costs, increase runway throughput and improve flight scheduling fairness, which provided scientific theory and analysis method for alleviating flight congestion and flight delay problem.
