Terminal area congestion problem is becoming more and more serious in China, how to make full use of aviation resources has become the focus of the aviation department. As for the research on multi-runways approach and departure collective flight scheduling, the optimized results could have an impact on the utilization efficiency of the aviation resources, flight punctuality rate and the passengers’ satisfaction directly. It can not only optimize the utilization efficiency of the runways, reduce the delay costs of the airlines, and improve the competition fairness among airlines, but also improve the real-time of flight scheduling by real time scheduling strategy, which provide a theoretical reference for the aviation department.Research on a large number of articles, and combine with the current situation of the development of civil aviation. From the perspective of reducing delay costs of airlines, improving the competition fairness among airlines and flight scheduling in real time, make flight scheduling problem investigated in detail. First of all, the approach and departure flight function models are established on multi-runways independently, considering reducing delay costs and competition fairness improvement, the genetic algorithm is applied to solve the models. Secondly, the model of approach and departure collective flight scheduling on multi-runways is established, it is completely accords with the present situation of the development of the civil aviation, and the ant colony algorithm is used to make simulation and verification. Finally, on the basis of the former research, consider the scheduling in real time, establish a new model by adding the real-time factor, and the ant colony algorithm is applied to optimize the results. The results indicate that, the optimization scheduling strategy proposed in this paper could reduce the delay costs and improve the fair competition among airlines, which has obvious advantage on real time flight scheduling.
