Research On The Design Of The Performance Evaluation Standard For Highway Construction

Along with the growing importance of cost management for highway construction,performance evaluation has also spread in domestic cities. However, the benchmark hasbecome a bottleneck for the development of the performance evaluation. To solve thisproblem, based on the study of the relevant literatures both at home and abroad and thencombined with the status quo, this paper built the evaluation standard for the costmanagement of the highway construction. Also this paper proposed the processes andmethods for the establishment systematically.First, what can be confirmed through the study of the existing evaluation standard is thatthis study should closely integrate with the whole process cost management of the highwayconstruction, base on the behavior and documents in each stage, determine the key activitiesaccording to logic of the “manner-consequence”, refine the standard by stage and classify theevaluation indicators.Then, this paper studied the value basis of the standard. Value basis of the evaluation isthe dependence of the evaluation standard, including national standards, industrial standards,local standards, planning standards, historical standards, benchmarking standards andexperience standards. After analyzing and summarizing the characteristics of the value basis,this paper proposed the select path for the value basis of the evaluation standard and initiallygot the value basis according to the type of the index.Finally, this paper made the value basis be part of evaluate standard. Combining with thecontent of the performance evaluation indicators, this study selected the operationalestablishing methods, described the specific process for developing the criteria in detail andoutput the corresponding results.Through the study, this paper eventually established the systematical process for buildingthe evaluation standard of the highway construction cost management. It not only provided anew way for the study of the evaluation standard but also provided some reference for thestudy in the future.
