The Research Of The Performance Evaluation Of Highway Engineering Cost Management

The developing speed of highway engineering cost management in our country is veryrapidly, but there are still many deficiencies. To improve the quality of highway engineeringcost management is imperative. Controlled the process of the highway cost management,timely found problems and analyzed the possible reasons to take corresponding measures areeffective measures to improve management performance. Based on the status of highwayengineering cost management, the paper put forward, by the government departments, that itshould form a special performance evaluation organization of highway engineering costmanagement. In all construction process of the highway project, this organization can doperformance evaluation to the cost management work implemented by the owner,quantitatively analyze efficiency and effect of the cost management work, collect theperformance feedback of the cost management work, so it can improve the overall investmentbenefits of the highway project.This paper introduced the research status of the domestic highway engineering costmanagement performance evaluation, discussed the value and necessity of research on theperformance evaluation. And it analyzed the related theory of the highway cost managementand performance evaluation to lay the theory foundation of the cost management. Accordingto the features of each phase in the highway engineering cost management and the keyinfluencing factors, it built the highway project performance evaluation indicator system. Thepaper used the key performance indicators method to select the evaluation indicators of theinvestment decision-making phase, the design stage, the bidding stage, the construction stageand completion final accounts stage, and established the evaluation standard of variousqualitative and quantitative indicators in the indicator system by consulting the relatedliterature and analysis of survey data. This thesis built the AHP fuzzy comprehensiveevaluation model, detailed elaborated the process of using analytic hierarchy process todetermine indicator weight and fuzzy comprehensive evaluation method to do performancecomprehensive evaluation.This paper put L highway as an example, through collecting the corresponding statisticsand analysis data, using the constructed AHP. fuzzy comprehensive evaluation model to do acomprehensively evaluation for it, the results shown that cost management level of the Lhighway belonged to the "good", and it is more consistent with the engineering practice, in order to verify the feasibility and effectiveness of the method.
