Developments of China’s underground space is at an incredible speed in recentyears. But the current underground space development is still at the stage offragmentation, due to lack of harmonization between the various managementdepartments and the underground space planning levels, lead to inefficiency and manycontradictions in the utilization of the underground development, so theComprehensive benefits is not obvious. At the same time, the practice of undergroundspace in China is mainly at the stage of master planning, detailed planning and masterplanning design, but very few in regulatory planning. It is difficult to effectively guidethe development and construction of underground space due to the limitations of themacroscopic properties of master planning and the limitation of the detailed planning.It needs regulatory planning to guide the underground space developments, especiallyin the important urban underground space development region, which is on a largescale, containing many facilities and more complex. It is necessary to use regulatoryplanning to control and guide the comprehensive development and utilization ofunderground space.This paper focuses on underground space planning at stage of regulatoryplanning and takes important urban underground space development region as the keyresearch areas. Combined with the existing research, current underground spacedevelopments and the analysis of planning dynamic, identifying research content ofunderground space in regulatory planning. Turn to examine the control and guidanceof underground space in regulatory planning on the unit level and the statutoryplanning level at last. Make the planning results effectively incorporate into thesystem of regulatory planning results. The empirical study takes Nanjing Xiaguandistrict for example, and this paper is divided into six sections:Part I: Defining the concept of urban underground space and discussing theresearch background, significance, content, framework and research methods.Part II: Firstly, introducing and explaining relevant China’s national and local laws and regulations in the underground space development and utilization; Secondly,describing and analyzing the theories of underground space; Finally, reviewing theexisting research at the stage of regulatory planning.Part III: To master the development and utilization trends and the main problemwith the investigation and research; Describes the contents and results depth in currentmaster planning, detailed planning and regulatory planning of underground space,drawing on the experience and insufficient.Part IV: Firstly, determining the positioning of the underground space planningin regulatory planning; Secondly, analyzing of related factors and planning principlesin development and utilization of underground space; Finally, putting forwardcontents of underground space planning and expression of planning results at thestage of regulatory planning on the basis of the previous text.Part V: Taking Nanjing Xiaguan district for example to make an empirical studyon unit level and the statutory planning level.Part VI: The main conclusions and shortcomings of this paper.
