Thermal power project,as one of the traditional capital-intensive and technology-intensive engineering projects,has many features such as large investment,long construction period,involved many technical methods,and complex operation and maintenance work.In recent years,green power generation represented by wind power and solar power generation develops rapidly,and the government continues to introduce new policies and regulations at the same time.The status of thermal power generation in the entire power generation industry is seriously challenged,which provides new research thinking for the post-evaluation of thermal power project.Base on the present situation of thermal power industry,the post-evaluation index system and post-evaluation model are constructed in this paper,which can offer a reference of the follow-up post-evaluation of thermal power project.After analyzing the existing evaluation system and evaluation index of thermal power project systematically,the new post-evaluation index system on the basis of index system principles is established from four major aspects: economic benefits,processes,impacts and sustainability.The index system is divided into three levels: first-class,second-class and third-class index.Economic benefits evaluation,processes evaluation,impacts evaluation and sustainability evaluation are accepted as the firstclass index,and second-class and third-class index are established based on the further study of first-class index.During the construction of second-class and thirdclass index,the assistant evaluation,which is derived from the analysis of the 13 the plan of power industry,the related new power industry polices and the development of power industry,is regarded as the second-class index,and peak shaving rate,standby stop and the start and stop of emergency peak shaving are set as the thirdclass index of assistant evaluation.Based on the comparison analysis of traditional theories and methods of post-evaluation of thermal power project,fuzzy synthetic evaluation with clear results and strong systematisms is adopted as the primary evaluation method.In order to improve the scientificity,accuracy and objectivity of the evaluation results,an entropy-based fuzzy synthetic evaluation model is proposed where weights are given by entropy-weighting method.Taking the expansion project of "A thermal power plant" as an example,the paper demonstrates that the established index system and post-evaluation model can well reflect the actual situation of "A thermal power plant",and the post-evaluation model has better applicability which can provide references of the post-evaluation of thermal power project in the new situation.
