Research On Post-evaluation To Harnessing Project Of Small And Medium-sized River In Chongqing

The post-evaluation to harnessing project of small and medium-sized river is that evaluates the expected benefits and objectives of completed project,whether or not complete the design assignment,summarize the successful experience and failure lessons in the project construction.Finally,for improving the project investment benefit and the scientific level of decision-making and implementation of similar projects,the evaluation results should be fed back to the relevant decision-making department.The research of post-evaluation's theory,method and content is the key words whether postevaluation can play an important role in the whole project cycle.This paper is based on the content,method and theory of post evaluation of water conservancy construction project,combined with the characteristics of small and medium rivers,and explored the related theories,methods and contents of the post evaluation of small and medium-sized river management projects.In the course of the study,the combination of quantitative and qualitative analysis,experience summary and scientific calculation method have being used in this paper.First,this paper found the main problems and elaborated the necessity and importance of post-evaluation of small and medium-sized river,and the present situation of the treatment by investigating and studying on the present situation of small and medium-sized rivers in Chongqing.Second,this paper summarized the status quo of the theory,method and content of the post evaluation of small and medium-sized river governance projects by combing the relevant authoritative views.According to the characteristics of small and medium-sized river governance projects and the construction principles of the index system,the evaluation index system for the postevaluation of small and medium-sized river is established.And the AHP-FCE evaluation model is established,which combines the advantages of AHP and fuzzy comprehensive evaluation method.Finally,taking Fengdu County of Chongqing city baoluan Town River comprehensive treatment project as an example for empirical analysis,and it includes five aspects: post process evaluation,post evaluation of water environmental effects,post evaluation of social and economic benefits,post evaluation of ecological and environmental benefits,and sustainable evaluation.In the empirical analysis,firstly,using AHP to determine the weight of evaluation index,and then using FCE to evaluate the project.The empirical results show that the level of baoluan Town River comprehensive treatment project is "good",and the expected goal of the project is basically completed.
