With the development of society and economy, urban life has been in the pursuitof speed and efficiency. The motorized transportation, especially the car, becomes akind of inevitable result of the social and economic development, and the improvedliving standards. However, the development mode of transportation motorizationbrings some unavoidable problems, such as urban expansion, traffic congestion,frequent accidents, and environmental pollution and other issues. In order to avoid thefurther deterioration of these problems, on the one hand, many cities orderly guidedthe development of transportation motorization. On the other hand, many cities beganto advocate pedestrian and bicycle preference for the purpose of slow transportationdevelopment strategy, and carried out a lot of theoretical research and practical work.First, this paper introduced the research background and significance, analyzedthe general research situation of slow transportation, and presented the main researchcontents and technical route. The rapid development of urban transportation can bringconvenient travel to the urban residents, but also produce traffic congestion, frequentaccidents, environmental pollution and other many negative effects. The slowtransportation system is an auxiliary to motorized transportation ways, which canmake all kinds of transportation way have better connection, and have researchsignificance.This paper introduced the concept, classification and characteristics of urbanslow transportation, analyzed and expounded the development history and the presentforeign and domestic research of the slow transportation system, and put forwardsome proposals to slow transportation development in China. The slow transportationin the paper is referred to the modes manual-powered, such as walking or bicycle, in3~15km/h moving speed. Walking or bicycle transportation has the advantages ofconvenience, flexibility, and environmental protection. They are the common ways totravel in a short distance for many urban residents. The slow transportation systemswere early constructed in Denmark, the United States and the Netherlands. In China,the study and construction of slow transportation systems are still in its infancy.This paper expounded the principles of urban slow transportation systemplanning, studied the organization mode and strategy of slow transportation, theplanning of slow transportation system using three elements of slow district, slowcore and slow lane, and conducted a detailed study on pedestrian system, bicycle transportation systems, bicycle parking system, slow transportation system paralleledor interaction to main road systems, and slow transportation system isolated frommain road systems. The different trip strategies were put forward for different tripdistance, walking or bicycle for the short trip, and walking or bicycle combined withpublic transportation ways for the medium and long distance trip.Finally, an investigation was conducted on the current situation of slowtransportation systems in Wangcheng District, Changsha City. The prominentproblems include lack of slow transportation facilities, laggard construction ofnon-motor exclusive lanes, popularity of mixed traffic flow in roads, and seriouspotential safety hazard to pedestrians. Based on the conditions, a systematic planningof slow transportation was studied for Wangcheng District, Changsha City.
