Research On Value Engineering Principles Applied In Construction Scheme Evaluation Of Building Engineering

This paper described the basic principles and procedures of valueengineering detail. As an example, Xinyang City Stadium which was alarge public building was used to describe the basic content of theconstruction program, and the three alternative schedule control planswere prepared. The charts were detailed analyzed individually, theevaluation indexes were extracted, and the best schedule control chartwas chosen by function index, value index and total assess. The bestoption was plan B which has been optimized to meet the maximum extentconstruction site requirements. Application of value engineering in theproject-based accessed to the following conclusions:1. The analysis showed that the theory of value engineering inbuilding construction program evaluation was feasible and workable.2. Large-scale public construction project had complex structure,which was difficult to construct and involving many departments, hard tocoordination. The application of the theory of value engineering to makemerit-based program was necessary.3. Function index, value index and overall program evaluation indexmethods were used to evaluate the three construction program schedulesof the stadium. Plan B was the preferred scheme that balanced allocationof resources, met to site construction conducive, cost savings, andsmoothly coordination.4. Further analysis and optimization to plan B was carried by thetechnical aspects of construction, which made the plan more clearly andreasonable, in line with the overall objectives of the participating parties.The results showed that the application of value engineering optimizationfeasible on a large construction project has practical operability. It worthysimilar large-scale construction projects to reference.Value Engineering Theory involves multiple disciplines, multiplefactors such as the legal system, education, project management and siteconstruction affected its evaluation effect. Further work on evaluationindex, assessment objects and related legal basis should done to ensurethat value engineering standardization and efficiency in constructionengineering field.
