The economic development of China has entered a "new normal condition", with the economic slowdown and the industrial structure facing a major adjustment, the supply demand structure of the railway is no longer in resource-based bulk materials, it turns to be scattered high value-added. Actively developing the high value-added freight will be the development direction of railway logistics enterprises. Recently, Chain Railway Corporation issued a request for adding container traffic and developing transport market. Railway container terminal is an important node to carry out logistics services and achieve the arrival and departure of containers, the Eleventh Five-Year Plan and the Long-term Railway Network Construction Planning planned18Railway container terminals, which have nine terminals fully operational, and the rest are building. However, the utilization of container terminal facilities capacity is low due to the low level management and lag concepts, the lack of coordination of facilities and equipment leads to poor convergence work, so the new equipment and new technology don’t play the role in improving operational efficiency and reducing logistics costs. Therefore, it is important for developing an effective coordinated approach of facilities and equipment to improve the utilization and the overall level of operational management of the central station.Based on the related major issues of China Railway Corporation, and combining with attentive investigation and theoretical analysis of container center in Chengdu, the following aspects about the ability to coordinate issues of the container terminal facilities were studied and discussed.First, by analyzing the services, layout of functional area, workflow, capacity of major facilities and calculation methods of railway container terminal, the ability to coordinate of facilities and equipment is divided into external and internal coordination two aspects, the external coordination matches design operational capabilities of facilities with actual flow of goods, and the internal coordination matches design operational capabilities among facilities.Second, on the basis of analyzing the factors that affect the ability of coordination and summarizing original research methods about the ability of coordination, the internal and external coordination calculation methods is separately designed by relatively difference extend concepts and dynamic equation, the overall coordination is got with the weighted average of the internal and external coordination, and the integer programming model about facilities and equipment capacity coordination is built with the goal of biggest comprehensive coordination of the central station.Finally, the external and internal coordination degree are calculated and analyzed with the researched data in Chengdu Container Terminal, the conclusions that the external coordination degree of the station is poor and the facilities and equipment capacity utilization is not enough are obtained. By using the facilities and equipment capacity coordinate model, and meeting the cargo demand and without reducing the overall coordination of the station as the main constraint, enumeration algorithm designed, the optimal solution about largest comprehensive coordination is solved by Matlab. Compared with the original plan, comprehensive coordination of the optimal solution improve31%, it proved reliability and rationality of the model.
