With the further advance of urbanization construction, the development of central town is undoubtedly the most important of the current round of urban construction, the central town power grids construction has also become a new round of the country focus on the upgrading of rural power network. Comparing with the planning of main power grid, base on central town power grid planning has more significance. The central town scope is small, the whole industry layout and development of hot spots are more obvious, the interpretation for increase of load and the load properties is easier in the appropriate municipal planning. These features are helpful to determine the load forecast and the target grid.This paper expounded the basic theory of central town distribution network planning. Through the interpretation of the relevant technical guidelines, proposed intensive, differentiated planning ideas. The main method, goal, content and depth of central town planning are described in the paper. Combined with the engineering practice in central town distribution planning of Huzhou Balidian,, according to the methods described in this paper, focusing on determining the load forecast and the target grid in differentiated planning ideas. It achieved good results.Finally this paper mainly introduces the application of Zhejiang Electric Power Company pilot implementation of the "three double" line in Huzhou central town power grid planning and upgrading. By pilot project "extension three double line structure transformation in Huzhou central town distribution network", effectively solved the problem of unclear distribution network construction and low power supply reliability. Through theoretical calculation, the regional power supply reliability reached 99.999%. It meet the requirements of "planning and design guideline of Zhejiang province", class A of regional power supply reliability of distribution network must be more than 99.992%.
