In recent years, with the continuous development of shipping enterprise, the requirement of the crew continues to grow. Training a large number of high quality crews is of great significance for the safety and economy of the ship navigation. However the traditional methods of on-board operation training evaluation exists several issues, such as cost and resource constraints, ship training risk and human subjectivity, which has been difficult to meet the needs of the ship for a large number of quality crew. While training and evaluating the crew by computer software has the advantages of economy, security, repeatable and controllable, In such a background, the design of a on-board training evaluation system based on computer software is quite necessary.Ship power training evaluation system has been studied in this paper, the main contents are as follows:Firstly, combined with the crew operation specification and domain expert opinion, a index system of training system is put forward, which contains professional background, safety awareness, accurate operation ability, time control ability, emergency handling ability and the corresponding bottom indexes. Secondly, after comparing various evaluation methods, the paper combines the analytic hierarchy process (ahp) and the variation coefficient method to determine the weight of each index. After determining the membership function for each evaluation index and establishing the evaluation model, the system adopts fuzzy comprehensive evaluation method to give the final scores and grade. Finally, using the C/S structure, the system take Visual C++, C# language as the development tool to realize the algorithm, and it passed the test and improvement progress. It turned out that the system designed in this paper has realized the functions which includes the evaluation for crew training, the management for both information and scores.Ship power training evaluation system designed in this paper can effectively realize the test and evaluate for crew, and it provides a safe, economical learning environment. After several tests, the evaluation system is accurate, stable, friendly interface, which reaches the predetermined design requirements.
