Ministry of transport and Salvage Bureau, as an important part of China’s transportation support system, is responsible for maritime security, rescue duties. To provide security for the sustained economic development, social harmony, should speed up the rescue base layout, improve the local emergency disaster prevention system.Qingdao port is located in the Shandong Peninsula in the Gulf of Jiaozhou, is famous for a modern comprehensive port and international shipping center in Northeast Asia.With the development of port construction, the ship has become more and more, accidents are also increasing. The port of Qingdao and surrounding areas there is no sufficient salvage facilities and rescue stations. In order to safeguard national and people’s lives and property safety, the Ministry of Transport set rescue base in Qingdao port.In this paper, through the analysis of Qingdao port wharf reconstruction project rescue base near the sea and the natural environment, the port status, traffic conditions and other factors, using AHP to determine the navigation environment safety evaluation index and weight, evaluate navigation environmental safety by using fuzzy comprehensive evaluation method. In order to evaluate navigation security situation about rescue base wharf and nearby waters by using more systematic, scientific ways, for the construction and development of the port, to provide reference for maritime safety supervision, to contribute to protect traffic safety, traffic efficiency and marine environment of port.
