The shipping industry has entered a period of unprecedented prosperity in 2008,the corresponding BDI reached a record high. However, with the outbreak of the US subprime mortgage crisis, the shipping industry encounter a fast recession, shipping companies generally struggle, and save expenditure in all aspects, especially in ship management and ship maintenance, which result in the increasing risk of ship, heavy supervision tasks and pressure of water traffic safety. With the rapid development of the national economy and improving people’s living standards, people pay more attention and put a higher demand on maritime safety and pollution prevention, thus water traffic safety regulatory responsibility is growing. In order to better serve the water traffic safety control, this paper bases on systems theory, use the theory of fuzzy mathematics as underlying instrument to study the water traffic safety risk, and bring the information diffusion theory into the water traffic safety risk analysis to study the result of security risk analysis which lays groundwork for the following study of water safety management system.Ship is a direct participant of the water transportation; strengthening ship management has a pivotal role for maritime traffic safety management, and is key to study the water traffic safety. Currently shipping Regulatory covers ship registration, ship visas, crew management and tracking with dynamic post-holder, supervision and inspection of the technical condition of the ship, daily supervision and inspection companies and other aspects, which are the most effective regulatory management for maritime administration to strengthen maritime security.With the change in the concept of state administration, decentralization has become the main theme of administrative examination, the ship visa regime will soon be canceled, innovative water traffic safety management, weakening prior approval, strengthening supervision during and after the event become particularly important. The paper, learning from the experience of the flag State management internationally, through a comparative analysis of the existing regulatory model of the ship, presents a vision to strengthen the port of registry. For the current problems in the management, in order to improve the management mechanism of homeport, this paper proposes a new overall architecture for homeport management, and discusses the management structure and management approach from the macro; Basing on the Tokyo MOU NIR analysis, establishing the company’s safety performance management model, and applied the model to actual corporate performance evaluation, the paper forms the preliminary ideas of using corporate performance in homeport management, thus further enhance the effectiveness of homeport management.
