Study On The Start-up Conditions Of Container Multimodal Transport Of Dangerous Goods

With the development of Chinese economy, the logistics needs of the whole society increase rapidly, and freight transportation categories tend to be increasingly rich, which involves rising transportation needs of some chemical raw materials, inflammable and explosive materials and other dangerous goods. On the other hand, with Chinese container multimodal transport technology maturing gradually, the advantages of combination of railway, sea, road, air and pipeline transportation have been fully exploited, and transportation efficiency has been greatly improved. At the same time, logistics market and transportation companies develops quickly, and some companies seek to enter the dangerous goods transportation market. Container multimodal transport of dangerous goods can combine the advantages of various modes of transport deeply, achieving the high efficiency and high security transport of dangerous goods. However, Chinese container multimodal transport of dangerous goods is still in its infancy, lack of technology and experience, the market need to be developed. Therefore, study on the conditions of container multimodal transport of dangerous goods has become an important issue concerned by dangerous goods transport companies.This paper based on the situation and features of container multimodal transport of dangerous goods, researching on the conditions by the following aspects:First, this paper researched the composition, features and operational processes from container multimodal and dangerous goods transportation, and defined the relevant domestic and international laws, regulations and basic requirements. In shippers, multimodal transport operators and carriers sides, factors and precautions are proposed including statutory license and opening conditions of container multimodal transport of dangerous goods.Secondly, according to the situation and legal and regulatory requirements of container multimodal transport of dangerous goods, this paper analyzed the factors which effect the opening conditions such as equipment and facilities, name of freight, worker resources, security risks, transport distance, transport time and coordination of multimodal transport, and in accordance with the interests of companies proposed the principles of the business opening, then defined the conditions of container multimodal transport of dangerous goods, providing a reference for dangerous goods transport companies and multimodal transport business companies.Finally, based on Petri net theory, this paper established an economy model of multimodal container transport of dangerous goods, according to the opening conditions, made an analysis of the multimodal transport cost structure, and an economic analysis of each transportation plan with an example, selected feasible plans and come up with the opening conditions and suggestions, comparing with a single mode of transportation, and further validated the economy of container multimodal transport of dangerous goods.
