With the large-scale interconnected of the power networks, there are new requirements to the endurance of risk to Power grid. As a mainly methd of identified power grid risk, Risk assessment could promptly diagnosis the weakness of the power grid, providing the operater an effctive basis to take measures to avoid the risk.Baseding on the theory of risk, the paper, along with the process of the construction of index system for Power Grid operation risk assessment, had improved the traditional idea of index system construction, proposed a new process of index system construction which included the selection of index, the preliminary construction of index system, the structural optimization, and the scientific analysis of index system. The paper also proposed a specific method with the structural optimization and the scientific analysis of index system.A comparatively scientific index system for Power Grid operation risk assessment is proposed in three directions of the risk of margin, the risk of loss, and the risk of stability. The paper has elaborated the implementation process and calculation method of the index system, and proposed a comprehensive evaluation method of Power Grid operation risk, baseing on Fuzzy Comprehensive Method.Finally, the reasonableness and practical value of the proposed index system are verified by the grid operation risk assessment software, taking the IEEE-RTS79 system for example.
