The world are vigorously promoting the development of electric vehicles(EVs) to solve the global energy crisis and environmental pollution problems. EVs charging infrastructures are very important for the development of EVs, It restricting the development of the electric car industry. So we must select the appropriate charging facility construction and operation mode.The charging requirements of different types of EVs have been studied in this paper. Based on three typical fast charging stations in the public domain, the size and layout of these typical charging facilities is discussed.In order to solve the problems of EVs charging stations locating and sizing in Beijing, this paper refers Beijing EVs development planning, municipal planning, transportation planning, network planning, etc., studies the feasibility of building EV charging stations in P+R transfer parking places, science and technology parks,4S stores, gas stations, electricity sales sites, large supermarkets, highway service areas, and makes a public fast charging network layout planning in Beijing 2017.Given the charging stations site and type, this paper studies the construction economic of charging facilities through calculated the investments and operating costs of typical charging facilities, combined with the existing charge price policy, clearing the payback period. The research enables us to conclude that AC charging piles is more economical than other facilities. Whether building charging facilities or not should consider the social values as well as the economic values.
