Domestic and international data show that the vast majority of maritime accidents are caused by human factors,and improving seafarers’ quality is the key to decline marine accidents. Except for seafarers’their own factors, seafarer training courses are also needed to improve seafarers" quality. Improving the effect of seafarers’ training courses is of great importance for improving seafarer’ quality. According to the analysis of materials of current domestic seafarer training, it shows that the amount of seafarers receiving training courses is increasing year by year, but the effect of some courses is not so good. In order to explore the method of improving the effect of training courses, this thesis studies and analyzes the effect of some seafarer training courses.The Electronic Chart Display and Information System (ECDIS) and Radar Navigation and Plotting, two courses in the driving training selected by this paper, have certain representativeness, which not only have the mandatory training course proposed in "STCW Manila Convention Amendment" in 2010, but also have the traditional courses mandated by the convention. This paper mainly focuses on the effect and extent of training theoretical knowledge that seafarer learned in the process of training and exercise content used in practical application, rather than the teaching process in training.In addition, this paper will compare two courses training program in domestic colleges and universities with IMO Model Course training program, and the comparison results will be discussed.In this paper, with reference to the Competency Examination Syllabus of the People’s Republic of China, the Delphi method is used to invite DMU experts to guide, to establish evaluation index system, and to design the questionnaire. In 2014, there were to do questionnaires on unlimited navigation areas’management level driving certificate of competency training trainees (chief officers or captains from various shipping companies, in different types of ships,had participated in two courses of training and have had the experience of using ECDIS and Radar in the real ship) at Dalian Maritime University. According to the thinking method of rough set theory, data obtained by questionnaire survey was set up to comprehensive information table, using SPSS statistics software to clustering index, using principal component analysis (PCA) design algorithm to simplify indexes, weighting the simplified index by using rough set theory, and giving effect evaluation on ECDIS, and Radar Navigation and Plotting in seafarer training. After the analysis of the results, it finds out that there is specific difference existing in ECDIS and Radar Navigation and Plotting between theory and practical teaching in the practical application, and training effect evaluation of two courses. The above data will provide referential basis for navigational colleges and seafarer training institutions to improve the content of theory and practical teaching, but also provides a feasible method to study the effect of other seafarer training programs.
