As an important maritime transport corridor connecting eastern,central and western China,Yangtze River play a significant role in the development of China's economy.Nowadays,the environment for seafarers' work and development in Yangtze River has been improved continuously.In the meantime,the lagged training of seafarers in Yangtze River due to deficiencies in experience of real operation,common and professional education including technology and law knowledge has become the drawbacks for the development of inland shipping in Yangtze River.The promulgation of a series of laws and regulations such as the thirteenth five-year plan of China and the strategy to build an economic development belt along the Yangtze River has put a higher requirement for competency,training and examination of seafarers,which makes it more urgent to conduct research on the training of seafarers in such area.Guided by the competency-based theory and the basic laws of vocational training,this paper conducted research on the training model of seafarers in Yangtze River based on the requirement from the shipping industry and market of seafarers.Based on the competency-based theory,this study analyzed its core merit,which is to make the trainee has the vocational capability for specific work and be able to adapt themselves into new environment.Compared with traditional training model,competency-based model has a more open procedure of training and preference of incorporation between industry and school,which meets the requirement of vocational training.Based on such analysis,this study then established the theoretical framework of competency training of seafarers in Yangtze River from the perspectives of job market analysis,capability analysis,development and establishment of curriculum,design and implementation of training,evaluation of training,correct and update of curriculum respectively.According to the theoretical framework of competency training model of seafarers,this study analyzed the shipping market of Yangtze River from the views of policy and economy environment respectively.Functions of seafarers in Yangtze River was were then analyzed from the perspectives of ship maneuver,collision avoidance,pilotage and ship management.On the basis of such analysis,a training model was established: the curriculum of training should take competency capability of seafarers as its goal and be comprehensive and modularized;the main parts of the training should be integrated with each other and exploit their own advantages;methods of training should more diverse such as using internet+ and remote training;establish healthy operation of seafarers training market.The training model for seafarers in Yangtze River were then improved by using feedback mechanism to obtain opinions from seafarers,company and administrations.Finally,the efficacy of the training model was then validated by establishing evaluation model of quality of seafarers in Yangtze River.Firstly,the evaluation indices set and score set were obtained based on the capability analysis of seafarers in Yangtze River.The first level indices include capability of ship maneuvering,ship management and comprehensive quality.The structure and weights of the evaluation indices were established under the help from the experts from maritime school,maritime administration and shipping companies by introducing analytic hierarchy process(AHP).The quality evaluation model was then established by obtaining fuzzy single factor evaluation matrix using fuzzy comprehensive evaluation method.An experiment program were then designed and tested using assumed data,the result indicates that the quality evaluation model for seafarers in Yangtze River is applicable to validate the training model.
