The Ships’ Routeing System of Dan’ gan Channel is a Traffic Separation Scheme (TSS) located in the Pearl River Delta Area of China, which has been put in place for more than ten years. In 2014, the administration conducted the amendment project of Dan’gan TSS and developed a variety of amendment schemes to Dan’gan TSS. This article researches optimization of the amendment schemes to Dan’gan TSS, aiming to evaluate optimal scheme through scientific analysis manners and seeking a preferable optimize method, which could provide a theoretical basis for the maritime safety administration to choose or amend the best Ships’Routeing System.Basing on the analysis of the 2013 annual AIS traffic flow real time tracking observation data of Dan’gan TSS which is provided by China AIS Center of Tianjin MSA(Maritime Safety Administration), as well as several typical ship collision accidents in the Dan’gan TSS, and combining regulations concerned such as General Provisions on Ships’Routeing, this article concludes the factors of amendment schemes to Dan’gan TSS from navigation environment factors, management factors and human factors, and finalizes the optimization index system of the amendment schemes to Dan’gan TSS.At last, this article utilizes the optimization evaluation model based on improved entropy method, taking full consideration of the inner relationship between index factors, then evaluates the amendment scheme of Dan’gan TSS. In addition, this article verifies the feasibility of the improved entropy method by Set-Pair Analysis theory, and further analysis the results of optimization evaluation.It’s simple and convenient for the optimization evaluation model based on improved entropy method to conduct calculating and it also transfers the data information and differences of the index, making up the ignorance of the differences between indexes in subjective assignment method.
