City public transport is an important vessel of the development and change. Against a background of accelerating urbanization, increased economic activity, rapid population growth and the enlargement of cities, the rational planning and layout research for urban public transport, either in theory or in practice, is of great significance to the healthy development of the city. Accessibility can also be a means of evaluating urban public traffic. Accessibility plays an important role in indicating problems with the network layout of urban public transit, the construction of urban public transit systems, etc. Therefore, research on city public transportation accessibility can promote the optimization of transportation network structures and help provide for the travel needs of residents; the topic has great practical significance. This paper is uses GIS technology and takes as its research object the Xining city bus lines and stations, from beginning to end. It analyses the accessibility of the Xining city transport system using geographic mathematical models, mathematical statistics, and graphical analysis methods, as well as from the perspectives of the spatial distribution of the system and the accessibility of the lines and stops. The paper first takes the Xining city bus line 65 as its research unit, analyzing the bus lines based on the spatial elements of the distribution of public traffic network space in Xining city. It uses SPSS and ARCGIS software to discuss line length, site coverage, non-linear coefficients, average station distances, station network density statistics and spatial statistics. It points out that Xining station coverage has an uneven spatial distribution, concentrating mainly in the Central(Chengzhong) and Western(Chengxi) districts. The paper argues that the average station spacing is too small, and that non-linear coefficients of line mileage exceed the most suitable range. These two districts have a high level of difference from the line network density of the East(Chengdong) and North(Chengbei) districts. All-in-all the present situation is far from the overall public traffic space distribution needed to achieve the ideal traffic network. The second section of the paper uses the spatial barrier model, the spatial analysis functions of ARCGIS software, and the normalized processing method. The paper takes the lines and stations as a basis to analyze the system from the point of view of space, time, cost and total accessibility. It points out that the accessibility presents a symmetrically decreasing distribution from the center to the peripheral zone: the degree of concentration is high. The concentration of spatial accessibility and time accessibility is similarly high, and cost distribution corresponds to the other factors. Locational high and low values have arisen due to the differing conditions of the areas in which the bus stops are located. Comprehensive accessibility is reached by combining the accessibility of space, time, and cost. Of these the Central(Chengzhong) district enjoys the best situation, while in the second place is the West(Chengxi) district. Finally, according to the calculated results, the paper discusses the present problems existing in the public transportation system of Xining, and puts forward specific countermeasures: improving the construction of transfer hub stations, increasing the number of bus lines running through the new city districts, promoting network optimization speed, and raising the level of scientific management.
