The construction and development of rail transit has become a necessary way to ease traffic pressure and to improve urban structure in big cities. But distinguishing from the main component of urban bus transport, urban rail transit is bounded by its own constructive cost. So it is impossible to have a regular line network coverage and accessibility. Once the rail transit was put into operation, it will have a larger impact on the conventional public traffic within the scope of the local. And it will change the pattern of urban traffic overall. If rail transit want to exert the backbone function in the city public traffic system, it should join with conventional bus traffic, to reduce the disorderly competition, and to increase cooperation orderly. The collaborative planning of the two transit modes could improve the function of the urban public transit system in different aspects, and integrates public transportation layout. So the collaborative plan between urban rail transit and conventional bus has become very priority after a rail transit operated.This paper find out the characteristics of passengers’needs and their functional orientation based on comparison analysis according to the characteristics of the rail transit and bus transit. On the basis of the comparision, this paper expounds the connotation and characteristics of collaborative planning, analyzes the self-organization and servo two collaborative planning, and clear the goal of collaborative planning. Starting from the two fast variables of station and line, the collaborative target principle and strategy planning of conventional bus and rail transit are presented. According to the principle and strategy orientedconditions, the way of generating candidate bus lines is put forward, the path selection and assignment method of passengers is improved, and the multi objective programming model of the optimization scheme to maximize enterprisesoperating net income is established, to keep passenger travel cost lowest and maximize rail transit passenger flow distribution ratio. To establish the collaborative planning adjustment theory of conventional public traffic system, considering the layout of public transport integration, this paper also studied the feeder bus collaborative planning method based on rail transit to improve the urban public transportation system. Through the integration of rail transit and the feeder bus network layout model, this paper analyzes the setting method of starting station and terminal station in feeder bus, and expounds construction strategy of feeder bus routes. Selecting the minimization of the total costs as the goals, the feeder bus routes and the layout planning model is established and the model solving method is given. This paper formed a systematic theory of cooperation planning in urban public transport system. Finally, this paper chose the Harbin metro line 1 as the background for an example to illustrate the practical value and the significance of the research.
