The IEC 61850 《Communication networks and systems in substation》standard is established by the International Electrotechnical Commission TC57, the unique international substation automation standard that based on network communication platform. The Chinese electric power standard DL/T 860,which is released by the China National Development and Reform Commission,is equivalent to the IEC 61850 international standard. With the rapid implementation of smart grid in China’s Twelfth-Five-Year plan, the DL/T 860 standards,which is fitting for smart substation communications has been successful put into pilot service in multiple provinces and cities of China.The DL/T 860 standard will be applied in substations comprehensivly in later. In the meantime, We should also consciously realise that the DL/T 860 standard is only a substation-automation-communication standard, with its inherent application suitability and and restrictions, it’s hard to become an application standard that can stretch over layer communications. For a wider application, the standard should be carried out thorough study and systematic analyses to design more practical solution based on successful pilot use.This thesis, starting from the DL/T 860 standard, introduce briefly some basic concepts of associated standards and smart grid development process, and verify the the application possibility of extending the DL/T 860 to smart substation. Through study and development, it is proved that the DL/T 860 can be applied beyond substations, and the problems of dada collecting from non smart substation and communication with upper layers are solved.The software design uses UML language, with code by C#, is brief and efficient.The software development chapter covers key elements including demand analyses,systematic design, key codes, and application. Layer by layer, step by step, it manifests the whole object-oriented programming processes. The code introduction emphases the skill of software coding, and designs structure. The presented codes are key modules and components of running. The combination way of test and application, that is also the way of study and development, embodies the basic philosophy of solution coming form demand and going for demand, that makes the boring software test vidid, and that is the highlight of the thesis.
