In recent years, with the development of education in colleges, the increase of recruitment efforts, education of colleges and universities are slightly inadequate infrastructure resources, such as the common room, library and other places, which far cannot meet the diverse needs of the students. Under this background, the Jiangxi institute of fashion technology is proposed to further expand the library area, and to build the construction of library. As we all know, the general cycle of library construction project is long, the main body participatians of construction are many, what is more, the time limit of the project is important, and the construction quality is top priority. Therefore, this paper is based on the comprehensive consideration of Jiangxi clothing college library, from the perspective of the project construction progress, further to study the project construction progress. Construction progress, as one of the traditional project management goal, no matter in the project planning stage or in the project implementation stage has the extremely important position, and decisive influence. Therefore, the control of project progress has become the main line for the project management on the implementation stage.The main contents of this paper includes:comprehensive summarizing theory of the control of progress at home and abroad, and revealing the importance of schedule control. What’s more, combing the basic theory and method of construction project schedule control, applying the modern construction project management based on the network planning technique which is widely used in the progress of the project progress of the inspection and control, and combining with the construction project cost control theory, this paper takes the new library of Jiangxi institute of clothing for example to carry out research. Firstly, this paper has carried on the work breakdown------the objective of the work breakdown structure (WBS), and defining the logical relationship of each unit to estimate the duration of each unit, which is followed by the application of project management software to develop the project of double code, time scale network project in the implementation of plans by the front line method and combining with the method of earned value analysis on actual status, in the case of actual schedule delays has adopted a series of progress control measures to correct the schedule variance, eventually making progress under control, and the various kinds of progress control measures was evaluated.Through the above research, this paper concludes:developing a fully reflect the characteristics of the project and the target schedule on the premise of engineering construction progress control. Then by defining the units logical relationship,this paper accords to the principle of network planning map double code time scale network construction. In the implementation stage should correctly choose progress index to make the comparative analysis. Indexes should choose quantity and output as markers of progress. Through the actual schedule number (output) of quantities analysis, we found that schedule delays, time optimization process can be compressed to take key work organization, non-critical lines of resources, integrated resources and using the above measures. In addition, managers should pay attention to the use of various methods condition and use the consequences; taking group technology measures, economic measures and management measures, in order than those measures can guarantee progress adjustment method can smooth implementation.
