Research On Post Evaluation Of Library Construction Projects Of Qingdaohuanghai College

Project post evaluation aims to exam and contrast the degree of plan realizationcomprehensively and scientifically after the project is put into production or put intouse. And it also evaluates the social and economic and environmental influence of theproject from different angles by extracting effective index and variable. The libraryproject in colleges and universities is an important part of the infrastruction. Libraryconstruction quality and its operation have great effect on the teaching and scientificresearch work. Therefore, we should not only pay attention to planning andmanagement, but also to the libraries’social economic impact. However, at presentthere are just a few library construction project post-evaluation research results. WithChina’s education system reform and development, it has become an crucial researchtopic to improve library project investment efficiency and management quality. This paper uses literature retrieval material analysis, inductive deductive method,case analysis and fuzzy comprehensive evaluation method to study the post evaluationof library project of Qingdaohuanghai College. During the process of research theauthor combines basic theory and concretes case and then establishes a complete setof integrated post-evaluation index system. After that the author evaluates the projectpreparation, construction, influence and benefit of the project based on entropy weightvalue of the multistage fuzzy comprehensive evaluation method. According to theideas of multistage assessment, the implementation of the project evaluation goesalong different order, that is, both concludes specific evaluation and comprehensiveevaluation of the whole project. The multilevel index system makes the evaluationmore scientific and the evaluation structure makes the evaluation more complete. The main results and innovations of this paper lie in the following two: Firstly, the change is the breakthrough of past research limitations, which tries tostudy specific library construction project. Then it proposes suitable index system toimprove the existing post project evaluation index system. Secondly, it brings a typical case of library construction project and discusses thelibrary construction project post-evaluation efficiency and problems. With the idea ofsustainable development it demonstrates the feasibility of the post project evaluationindex system and improves the process and scheme of project post-evaluation. Through the combination of theory and practice, this paper summarizespost-evaluation conclusion and experience of Qingdaohuanghai college library project.Concretely, construction process, project influence, sustainable aspects have madeideal result. Among them the process of project comprehensive evaluation, influencecomprehensive assessment, sustainability comprehensive evaluation’s "very good"proportion reach 17.4%,26.8% and 40.2% respectively. However, the project benefitcomprehensive evaluation’s "very good" proportion is zero, the next proportion is7.9%. Even so, the whole project comprehensive evaluation’s "very good" proportionreaches 17.4%, which is generally ideal and still above the average level.
