Social and economic development, energy is an important material foundation. Currently, the world’s major energy 75% is derived from coal, oil and gas, another 25% of the energy is mostly from wind, hydro, solar and nuclear energy renewable resources. Since 2008, the world economic crisis, China’s photovoltaic industry isfacing many crises abroad to reduce their demand, resulting in loss of many businesses, discontinued. Nearly three years, there have been hundreds of billions of domestic money into this emerging industry, but due to the lack of core technology, support, internal and external risks underestimated the investment decision-making mistakes in the market after the bubble burst, the huge investment or will to fight "hydroplaning" dilemma large number of enterprises, the development of China’s solar PV industry into a bottleneck. In the long run, humans still need to get the very most of the energy from the photovoltaic industry, so the PV industry in the long term there are good prospects for development.In order to make China’s photovoltaic industry to good development, rational investors can invest in the industry, this paper intends to use the theory of project risk management, close knot Yucheng Comprehensive Building Hina photovoltaic BIPV applications base actual project construction, the project construction encountered during the various stages of the various risks are identified, identify the impact of the project’s main risk factors, and the various stages of the risk factors to measure, on this basis, proposed for each stage of the risk management and risk control programs measures to enhance project risk management, increasing the viability of the project implementation.
